If you couldn't care for them while she was getting clean, you did the best you could giving them to a family that could give them what they need. You can't hang on to the hope of someone recovering and staying clean if you've been jaded many times in the past. Honesty works. She should feel responsible too though because of her choices and inability to care for the children in her darker past. You did what you had to in an appropriate way, I pray.

well tell her the truth
when she was on drugs she was not stable reliable person and not fit to have children
her children deserve to have a stable positive environment were the parents could give them what the mom couldn't at the time because she was not well.
i am very happy to hear that ur daughter is sober she needs to focus on staying sober on making her future brighter
maybe she could find out were her children are and visit
