we have a static IP now and will have static IP with cable, if that makes a difference.

Yes. The ISPs lease a pool of IP addresses that they use only for their customers. So if you switch ISPs, you IP address will change. You will be using a number from the new ISPs pool instead.

your static ip address has to be reserved by your current ISP
