Edit your registry by typing "rededit" into your Run box.

Go to this registry setting.

[HKEY_CURRENT_USER\Software\
Policies\Microsoft\Windows\
System]

*note* The above is one line however Yahoo trims off the end if I write it out as one line.

If it's not there, then add new Keys to it. For me, "Windows\System" wasn't there so I just added them. Add a DWORD value to "System" called "DisableCMD" and set it to either 1 or 2.

0 - Allow command prompt
1 - Disable command prompt and batch files
2 - Disable command prompt but allow batch files.

* edit * Ok, it just occurred to me that this may not be what you are looking for.

If you type "net help stop" at a command prompt, you should get a list of all the services you can stop. To stop "net send", just type in "net stop messenger" which is the service that "send" uses.

You can also permanently disable "messenger" by going to Control Panel >> Administrative Tools >> Services and setting Messenger to "Disabled".
