well i'll say Naruto is the Strongest because Naruto develops greater power in rasengan and learns how to use elements..Sasuke is nothing compared to Naruto..well ok you can say he has Mangekyou Sharingan(the utilmate technique of Sharingan) and Chidori all around his body but not cool enough to catch up with Naruto. In order i would say
1. Naruto
2. Sasuke
3. Gaara
4. Neji
5. Lee
Heres a picture of the Naruto using Gyakuten technique its something like rasengan but cooler in a way.

just bcause Naruto has the Kyuubi and is the main character doesn't mean he is stronger, it could mean he has more potential, because if ur talking on strength and skill, its probably Sasuke because of his secret ability of the Sharingan (Spoiler here guys) which can destroy/suppress the Kyuubis chakra, and his new absolute Chidori defense, which leaves Naruto in a pretty bad state, so i might have 2 go with Sasuke

its wither sauke or naruto cuz with sasuke's develpoed sharingan n naruto's control of kyuubi it's inevitable. neji lost 2 naruto. lee lost 2 gaara. gaara got killed by akasuki but was later ressurected

right now its sasuke but thats because he does ''favors'' for orachimaru lol. and then its naruto and then gaara but gaara had his shukaku taken from him so i dont know anymore
