If you are unable to format multiple different floppies, then your floppy drive is bad.

That is a common symptom of a failing drive.

1 if you know that is the right kind of disks for that and you have done it before (Me I have taken the disk and in the toilet in clean water .flush it a few times and then pick it out and papertowl dry it off be sure not to scratch it and put it back in and try it

2 if not then get a hair dryer and heat the disk up a little and then try it.

well that is my two tricks oh hahaha the above is for compact disk
now for floppys chances are it is due to the insides of the floppy is wet and it is slowing down the unit and you get the error
get a can of compress air and open the floppy door and give it a few short blast of air on each side and try it. that should work if not try a new disk

Wow, you are the second person today that admitted they still used floppies. Go "start" "run"...type cmd. Type "cd.." until back to the c prompt (you will see this c:\>). Then type "format a:" (or whatever your designation for the floppy drive is). If that does not work, the floppy may be corrupt. Need to get another floppy.

You should be able to format it. If the disk is blank, put it in the drive, right-click the disk drive, and there should be a format option there. If not, then you may need to update your disk drive's driver.

try using pre-formatted floppy's, yah? just remember...it's all good.........except for the bad part
