You can use Microsoft Word. Here are some tips to get you started:

* Most newsletters have a columnar layout. Use Format -> Columns to choose a layout.

* Insert a section break to combine the layouts. For example, if you want the top area of a page to have one column and the bottom area to have two columns, insert a continuous section break just after the top area (Insert -> Break).

* You can add graphics (Insert -> Picture) and insert headers and footers for page numbers (View -> Headers and Footers) to the newsletter.

Adobe PageMaker is excellent, but a little technical and expensive. Microsoft Publisher is decent, less expensive, and a bit more user friendly. I'm finding out more and more, though, that I can do almost anything I need to with MS Word-- it's a really versatile tool once you know some of the tricks.

InDesign is the latest industry standard.
I also like QuarkXpress.

For simple newsletters Microsoft Word or Office Suite should be able to do the job.

There are LOTS of desk top publishing programs you can buy... I prefer Serif's Pageplus... because you can publish it to PDF also.
