i'm french and loulou means chéri (darlind, honey...all stupid word which design ur girl (or boy) friend.
Loulou can also be ,( i don't know how to say,) the little dirty things that u have in ur nose.
Don't ask me the connexion between the both meanings, french people are strange sometimes
