My first guess would have been the power supply. .
possibly it could be the fan has its own problems (maybe replacing the fan would be an option). .
then I guess I'd scan for viruses and spyware, that could be a large part of the problem. .
also, how much junk do you have loading up every time you boot up?
are there a million programs loading into memory every time you boot up?. . that might be the problem. .
try going into MSCONFIG (click Start, Run, and then type in "MSCONFIG" (without the quote marks), and hit Enter or click OK. .
then on the box that comes up, click the tab that says "startup" (usually the rightmost tab along the top). .
and then uncheck all the boxes in there and then click "apply" (near the bottom), and then, "OK" and then click "Restart". .
and see if that helps speed things up a bit, or makes it more responsive. .
Also, if you scan for viruses and/or spyware, maybe you should do it in Safe Mode. . (to get to safe mode, when you start your computer start tapping the F8 key at the black screen and keep tapping it til you get a black menu screen and choose Safe Mode. .

I just had the same problem with mine you can open the computer and see if internally the mother board is still intact. Sometimes if the fan stops running or is running slow it cannot cool of the motherboard and than the motherboard gets burned up. 2nd check your power supply I know you said you got a brand new one but check the voltage coming out of the wall with a meter or try moving it across the room to another connection. Last thing shut it off unplug everything redo it again slowly and than reboot and see if it starts up sometimes a computer is like a car it needs to shut down and restart itself.

If you just replaced the power supply, check to make sure you have above the recommended amount of memory for your operating system. Also, check to make sure you have at least 50 MB of free space on the Hard Drive.
Then, open Internet Explorer and choose Tool | Internet Options from the menu. Click on Delete Cookies to clean out all those cookies just sitting there. Next, click on Delete Temporary Files. When the dialog box pops up, select All Offline Content. If it has been a while (or never) since you have cleaned the offline content, it may take a little bit to complete -- I mean minutes.

Get a new battery. That's what keeps your date and time correct when the 'puter shuts down. That would be my first guess. Try running disk cleanup, then disk defrag next. If you have scandisk on your system, do that next. Run your anti-virus program If you have yahoo toolbar, run the spyware program - lots of surprises can be found there! Spyware can attack your computer without your knowledge and also track your visits to sites.

Sounds like the power supply. I know you say it is new, but you could have gotten a lemon. There is also the possibilty that the female connection on your computer is flawed. That happened to me once with a Thinkpad laptop.

-check all ur connection make sure theres no grounded wires
-clean ur fan and clean everything
-keep ur computer of the rug or floor becuz that can cause a ground and fry some stuff
or maybe ur mother board over heated and thats y its doing that......
