Sure can!!!! Just go up to your seats early and you can see practice and qualifying. My dad and brother do it almost everytime they go to a race (i haven't been in a few years due to jobs).

And unlike what they said, you don't have to buy a separate ticket to watch practice and qualifying.

If ARCA is running the same day as Nextel Cup Qualifying, you more than likely have the tickets in your hand. A lot of times they will have multiple things taking place at the track which require only one ticket.

generally at nascar events you have to buy the tickets for admission to these events. it's kind of like a general admission thing.. pretty cheap, but SOOOO worth it.
in most cases you can get them right at the gates for quals and practices..check the MIS website for more info. they will tell you what time they are and what is required.
i know plenty of times basically a race ticket (but i've never done just arca.. always mixed it with cup and busch..so you might not be all gravy on that) was good enough to let us in at MIS for quals and stuff. just kind of depends on the event schedule, and everything. however, don't fret.. if you do need to purchase tickets they normally aren't hard to come by.
like i said.. best bet to know for sure is to contact MIS

i don't know how arca stuff works, but at texas motor speedway if you have tickets for the cup race you can see practice and qualifing. you might have to show them your ticket. same for busch stuff.

never had arca tickets so don't know if arca tickets will work.

You might have to buy tickets for the qualifying, not sure if it's free or not. I'd check with the ticket office at the track.

Well, for starts look at their webpage, it will have any info about watching practices or qualifying. I'd say there'll be some Nextel Practices you could watch too, that would also be on their website.

You have to buy a ticket, although I think they are quite a bit cheaper than the race tickets. Have fun!!
