why can't I get the google toolbar on my main page?

Go:
View
Toolbars
Select Google (a check mark will appear)

If that doesn't work and there is a check mark against the "Lock the Toolbars" menu item, select it to uncheck it then select Google again.

Because you are doing it wrong.
