That cannot truly be answered; It is a matter of total opinion, but in rock, I would have to say Freddie Mercury. One of the best voices I've heard (I don't know his name) was the guy that played the Phantom in "The Phantom of the Opera" at the Fox Theater in St. Louis, MO this summer. He had an amazing voice, though I can't say the same for the guy that played the Phantom in the original cast.
