I recently had an issue where my mouse failed when adding a printer to a specific USB port. So it might be worth moving USB devices around/unplugging.
See above answer also.
Monitor not getting interference, such as a speaker...
I would try:
Swopping mouse and if using PS2, try a USB one instead and see if goes away. If it does, might be the PS2 port.
If is a USB mouse and moving it goes away, then might be fussy with that port.
(This is how I worked out was the printer causing my problem and the PS2 port actually did work! My USB mouse has a convertor to make it work as PS2 - so easy to test. I used a second genuine PS2 mouse though, just to be sure printer was the cause and not the mouse. First port of call.)
Then try a different monitor. Has it gone away?
If no, try a different graphics card. Odd only does it when you move the mouse. But if not then is probably the graphics card. This seems most likely cause to me. Also bear in mind if it is, to make sure is Vista compatible...then won't seem too bad having to replace it. :)

First thing check whether the power supply is properly grounded, you need to get a electrician to see that.
Second thing eliminate any equipment near the monitor which generates electromagnetic waves near your monitor like speakers, mobile phones, TV, mobile phones etc. Also see that there is no beam( which holds the walls of the house ) which is near your computer, you may need to shift the computer if it near that, try updating your video card drivers from the manufacturer.
last if your monitor is more than 4 years old, send it for servicing.

This appears like a particularly complicated hardware difficulty. At this element you are able to touch the save the place you got the computing gadget or take it into an authority to have them seem at. i'm questioning that it may actually be a difficulty with the fan. Reload your graphics card drivers. I have seen a similar case and we reloaded his ATI drivers and rebooted and it was back to normal. Hope that's the problem its always harder to answer a PC problem based on someone Else's quick description.
