They hate themselves and want to make everyone else just as miserable? It makes their cold hearts gain enjoyment? They get frustrated by stupidity? Maybe they've just had a crappy day...

It's in a person's nature to be mean but you don't ever have to give into it.
A person can be mean on purpose just because it may give them a sense of power over that other person.
Bullying some one is being mean and getting satisfaction from causing that person hurt and harm.
There are all sorts of reasons for a person to be mean but there are plenty of reasons not to.

Survival.
You are mean for hundreds of different reasons, but they all relate to your feelings. The purpose of doing something is to achieve a means. Being mean is an action, a lot of times it is accidental, mean is also a viewpoint. So you can never truly call a person mean, you can only call them irritatingly aggressive.

They have bad days, just aren't nice, or aren't happy with their own lives where they transfer their anger and unhappiness on others.
