I need a website that allows for members to comment on pictures for free and members who have subscribed can upload pictures to be commented on. Is this something that I can do with Frontpage or Dreamweaver or should I look into the forum software like Vbulletin or is there something better? Would webhost have any problem hosting such a website?

First question
can you work with Dreamweaver and Front Page?
That in itself is another whole can of worms.
So, if you can't, I would try out the first suggestion. Much more user friendly.
