there is a certain workout to get the different sections of abs . try the workouts for great abs on this site

GOOD OLE FAITHFUL LOWER LEG LIFTS!

1. Lay flat on floor, with back pressed to floor.

2. Do not arch back, keep small of back pressed to floor.

3. Place both arms at each side of you, palm flat to floor.
OR, use the end of your bed leg, table leg or chair for balance.

4. LIFT both legs together slowly... raise until you feel the burn.

5. HOLD position for 5 secs, then take back down slowly.

6. Do a set of 10-20-30. And REPEAT.

i'm guessing you're doing crunches and that's how you got your upper abs... change to full range sit ups. that works most of your abdominal wall.
also you can try this:

lay down, with your hands pinned underneath your rear, and lift your legs to a 90 degree position as many times as you can...

come to me and i'll fix it! *wink wink*. LOL jk. try looking for a machine in a gym that specifies in that section and use it daily. they usually have colored charts and stuff that show u what ur working out when u use the machine.

Leg lifts. Lay flat and lift your legs up, instead of sitting up.
