Look in the Yellow Pages under Industrial Gasses or Medical Gasses.

if it's a medical oxygen tank then you should talk to your medical insurance company. If it's for welding or something of that nature then go on line to find a welding company, like air gas, haun welding supply, dunn welding supply, ect. they do drop off and pick up, they do not refill tanks but they exchange them, one full for one empty.
