I think you are looking for a "Dumb Waiter" they have been around for years. Contact a local elevator company they can set you up with the proper, and SAFE equipment to do this. You have certain building code issues when dealing with Hotels. Homemade systems won't do.

if there is an outside balcony a pully system would work.the more pullies the the lighter the work, though you have to pull more rope to move a smaller distance.you could even rig up a platform with a pully and motor so no man power is needed.the guests would probably get a kick out of it also.

if inside a power chair would work.though it may be exspensive to install three.there is also a thing called a power ladder.its a ladder with a platform and motor.when you push the lever the platform rises.i use it alot when doing a tall roof to get the shiglkes up there.i send two bundles at a time with no problem and that wieghs 160.good luck

Install a wench system from the third floor. That way it could either be electric or manual. If you have room you could put in a system used by roofing contractors that takes what looks like a ladder laying flat with an electric hoist which carries materials up to the top.

Maybe a pulley attached at the roof over the stairwell.

I believe if you search the net you will find an elevator type contraption that would mount on the banisters.

I did a search for you look this site.
