The Lord's energies are primarily three: jiva-sakti, the living beings; cit-sakti, the spiritual energy; and maya-sakti, the material energy. The material energy constitutes all the elements of our bodies, the planets, universe, etc. He is the source of it all. But He allows His devotees to serve Him by being in control of the various aspects of the material world. Just as any government has layers of people who serve in various capacities, similarly the Lord empowers other living beings to act on His behalf for the creation, maintenance and destruction of the universe.
The material world is meant to be a prison for our rectification. Its not meant to be a happy, peaceful place. We are here to learn this is not our real home, we are not meant to live here. So the miseries of this world are part of the plan to wake us up to this fact. When we finally get that, then we can make progress getting out. Otherwise, we can go on life after life making plans to be happy here, but its completely futile.

There has never been any verification that there is a God involved in any aspect of our world at any level. There isn't even any accepted proof that God exists.
