Some people are genetically predisposed to puffiness under the eye and in this case you would need to undergo surgery.
An option is to visit a make-up specialist who will be able to get a good cover-up that will trick you into thinking they are not as puffy. This will involve using a good foundation brush and a colour that is darker than your usual foundation just on the puffy bit. It is all to do with the amount of light bouncing off the "raised" bit of skin.
If you retain more water in your body, this can also be a problem. Perhaps your diet is too high in salt, so you could cut down that.
Do you consume diuretics? This includes some painkillers or anti-inflammatories, Cola, Tea, Coffee, alcohol (over 4% will act as a diuretic). Try to cut down these as much as possible as they really do have an affect on you.
Sleep also plays a part in puffiness under the eyes, but unless you are continually losing sleep, this is unlikely to be a major cause of it. Too much sleep can also have the same effect.
For an acute case of puffiness (not chronic) you can try a cold compress.

your body retains fluids- use less salt -use a spoon placed in freezer for temp relief place that on ur eyes before going out.. use concealer dab lightly keep in fridge.. it cna be heridtary get more sleep and drink more water as sometimes htis dehydrates u so much u wrinkle there.. get more iron in system too .. anemia can make u that way rest..

You mean those dark circles around your eyes right? well you can try using a concealer or liquid foundation. that can hide it but it can't remove it 'cause you'll always have it if you don't take good care of your body.
