It depends on the publishers but the answer above is right only Fiction is ever considered a novel but 'books' per se come in many formats and lengths.
Good rule of thumb in the publishing industry is novel length begins at 80,000 words anything less is often considered a 'lite novel' and editors may work with a writer to lengthen a piece or they will consider the work a novella which is tougher to publish again dependant on the genre.
Reference some publishing site online and search for submission guidelines for information on each publishing houses rules.

A book is a book and that's the name they use for short version instead of saying novel and stuff.Novel is just a kind of book,just like a chicken.A chicken is a chinken but baby ones are called chicks.All animals.People too.People are called Humans or People,but some of them are called kids or babies or teenagers or pre-teens or adults or pre adults.So a book is a novel when it is long and a big book.Some of the books,their words are small words.So this might be a reason.

a novle is about one thing, it focuses on that one thing through out the story...a book focuses on multiple things happening at once
