Maybe he doesn't like it. Sometimes a strong dislike could indicate an allergy, but I'd try this:

I would absolutely avoid adding flavoring or ovaltine unless you really have no choice and as a last resort. Sugar at this age (which they all have) can lead to a lifetime of health problems.

Go back to the formula you know he will drink. Start mixing it with a little milk. If that goes well, then wait a few days and increase the percentage of milk versus formula. Keep doing this until its all milk.

If it doesn't work with cows milk, try goats milk or soy milk.

If none of that works, you may need to talk to a nutritionist about how to be sure he gets what he needs if he won't drink milk. Surely there are some good ways to make sure he gets it all (maybe rice milk and more dairy products in his diet as rice milk doesn't have much nutrition in it).

Carnation makes a transitional formula (or used to). He might like that.

Cut out juice and other beverages except water. It's possible he prefers the sweetness of juice over milk so maybe that's influencing his choices.

Yogurt is good for toddlers, and kefir is liquid yogurt, but I just think it is a bad precedent if everything a toddler drinks has sugars in it (which any flavored yogurt or kefir will have...and juice is pretty much sugar water as well, even if it is natural sugar..its not nutritionally a great thing). So you need a solution that isn't sugar filled.

My youngest who was totally breastfeed, never really like any kind of cow's milk. Since I nursed past a year, I didn't worry about it until she was nearing 18 months,when all she wanted to drink was orange juice. Our pediatrician said it was no big deal if the juice was calcium fortified and it didn't bother her stomach...and she was getting other calcium sources like cheese or yogurt...
She is 7 years old now and she still is not a fan of cows milk, but she does like soy milk.
Make sure your doctor knows, but its probably fine!

Mom you're going to have to be inventive.
The percentages of milk varies down to 1% and up to whole milk.
Why not try mixing them with the soy milk.

Check with your Pediatrician on this. My son had bad allergies as an infant. The doc told us to take him off milk and formula and just give him juice (apple preferred). Reactions stopped, and he showed no signs of malnutrician.

My mother had that problem with me. I ended up on soy. She said she almost had to go to goat's milk. Go to a natural foods store and start trying things.

Maybe it hurts his stomach? Or maybe he has a soar throat. Try adding a flavor that you feel comfortable with, like that chocolate vitamin stuff.
As long as he is getting some fluids I wouldn't worry to much. He will drink when he gets thirsty.

Give her the Whole milk and add Ovaltine.. I did it and she loved it and it is healthy.. Good Luck!!

hmmmmmm, my little man loves (S26 toddler GOLD) it is great i have told all my friends about it and they love it,,,,,,,,, it has a great vannila tast,,,,,, it is expensive it is $21.00 but it is great......and that lasts use nearly 2 weeks
