Always, but the husband trumps Mom and Dad too. Although the wife can't tell the mother in law off she has to let the husband do it, because if she does it she's a whiney daughter in law (had to re word since yahoo edits lol), but if he does it, it's acceptable.

Yes but you are not supposed to pretend the mother doesn't exist anymore. However, in some relationships it is difficult for the husband to let go of his mother especially if he was without a father or had an abusive father. Just let your opinion be heard, Let your partner know you that now you are married your needs and wants should come before hers.

Without further info, Yes, Wife trumps mother. Consider, you live with the wife, everything you and your wife do is related, while most decisions you make have nothing to do with your mother, and vice versa.

Seems a general rule that a husband and wife should be making decisions together in all aspects of the marriage. (Since your question is vague.) In any 'contract' even marriage...and marriage IS a contract between two people.
Husband and Wife. All other parties outside the contract are of minor consequence but can be heard and respected.
