There are actually five who have not made it in this century (2001-current):
Arizona, Buffalo, Detroit, Houston, New Orleans
The Saints did make it in 2000, but that's part of the 20th century, not the 21st.
Bills and Lions last both made the playoffs in 1999, and you have to go back to 1998 for the last time the Cardinals made the playoffs. The Texans have never made the playoffs in their 4-year history.

Good trick question and technically the century starts at 2001 not 2000.
Witout cheating and looking this up, I'll guess the Lions, the 49ers, the Cardinals and the Texans.
