If you are not using Internet it is extremely unlikely to happen. You really need to try hard and get problems with viruses. Having an antivirus program in this case is mostly useless.
Even if you get a virus from another cd in most cases the virus will not do anything to your computer. The majority of viruses are a form of spyware and they will not function if your computer is offline. This renders you invulnerable to the majority of viruses.
But theoretically it is possible to get it from a file from another person. However the chance of that virus doing harm is low.

If you ever put a disk in your pc and it's infected, yes.
Just because you can't get online, there are still a number of ways to get viruses.
(network!, floppy disks, flash drives, cd's/dvd's) anything that has data on it could also have a virus. If you're not online, you're not as exposed simply because you likely won't be visiting sites that try to infect your pc. But if you're on a network with someone else who can get online and they get a virus, then you have a chance of becoming infected too if you share the infected files.
to try and avoid them, you should keep up to date with windows update (http://windowsupdate.microsoft.com), run a virus scanning program and don't open files unless you know who they are from.

Is it possible? Absolutely! Probable? Not really. If you are taking some files from a buddy, transferring files from work, etc. Then that is how it may seep into your system.
It sounds like your underlining question might be...
Since I don't have the Internet, should I bother with an AntiVirus program?
Yes, I would still install a program but put it on the lowest setting to keep your performance at an optimal setting.
So on the basic function it will scan any incoming media (CD, Flash drive, DVD, etc) and that should keep your system clean with no issues.

yes it is possible to get virus w/o internet connection. When your using a floppy disk, flask drives, cd, or any removabe storage. This is how the virus trasfers to your pc. When the the floppy disk is being used to save files from other pc which infected by the virus. And accidentally the virus is being save in the floopy disk or the virus itself automatically saves on the floppy disk. When you use that floppy disk, thats it your pc is being attack by virus.
If have you no internet connection and you have anti virus software, its almost useless because anti virus software needs to update.

Yes, but these days it's becoming increasingly less likely to happen. Viruses were around long before the Internet. The first widely known virus I can recall is Michaelangelo. It spread wildly on floppy disks in 1991 and 1992.

yes from a floppy or CD that was used on your computer. Always right click on it then scan for viruses before you open.
