If so, is it worth renting? Buying? I heard film critic state that it was one of his all time favorite films.

It's one of my all-time favorites! Definitely on my short list of "films-I-could-watch-every-day-for-the-rest-of-my-life."
VERY low-key comedy, with excellent performances from both Lancaster and Peter Reigert (as the Texas oil company worker sent to Scotland to "buy" a coastal fishing village so that a refinery can be built there). Starts off quite conventionally, but, soon enough, director Bill Forsyth starts giving the thing an absolutely surreal spin or two.
Bonus: a great and memorable score from Dire Straits' Mark Knopfler!
Check it out! You won't regret it.
