i am going to say it should be fine as long as the kids wants to work.

Yes- its called trading work for riding lessons and a lot of barns do it--- if the underage person is family or like family then they will usually be compensated "under the table" which can be illegal mattering on the amount of money involved. The reason its called under the table is because it is untraceable "aka untaxable" income- but only if it is equal to a decent amount of money- 10 bucks here or there really doesn't matter 300 or 400 bucks a month does.

I think this falls under the Raking Lawns concept. It is illegal for you to be a paid employee if you are under the legal working age (16 in most places).
That doesn't mean that entrepreneurial minded youngsters like you (and me at the time) don't look to neighbors, friends parents, and local businesses looking for an extra hand and willing to pay a few bucks. It's not really legal, but it really should be (we've come a long way from five years olds working in button factories). Just don't get hurt on the job, or if you do, don't try to sue the barn or have your parents sue the barn...you came to them offering help for minimal pay, and as long as they don't exploit you, they're doing you a favor and putting themselves in a very vulnerable legal position by doing it. Don't screw them.

Working for free I don't see why not... Ask around the stables and see if anyone will take you...
