When reducers or thinners are added to automotive paint, their only function is to carry the paint from the spray gun to the surface being painted. After landing on the car, they evaporate leaving behind just the paint. When using paint as a touch up, you need very little if any solvent mixed in. Keep in mind that most touch ups look worse after then before. Unless you're committed to taking your time(Read: polishing away the extra paint) it may not look better. But it won't rust as fast.

I don't see why you couldn't.Just be careful that sh*t is flamable. A thinner is a thinner so go for it.
