What monsters do u have to kill in the Stronghold of Security to get the top of the sceptre in runescape?

I know its somewhere lvl 3 in the stronghold and I think you have to kill catablepons, but I dont know what lvl (they are lvl 68,64...). I spend more than 3 hours yesterday killing catablepons of different levels, but I coudnt find anything.
