One way, which worked for me as I do tend to have pretty smelly body odour when I get working hard, was for a co-worker to pull me aside and mention that I was a little ripe and some better deoderent might be helpful..
Another polite way might be to suggest a specific deoderent. "I'm not sure your deoderent is working well for you - my friend said xxxx deoderent works pretty good..."..
I generally have to use a 'sport' deoderent - they tend to be the longest lasting and the strongest at their job..
Your only other option, the way I see it, would be to either buy some deoderent and leave it where they can see it (thus it's anonymous) or buy them a present, and be honest, explaining that you've noticed it and, as a friend, you wanted to try and help rather than someone be cruel and/or nasty over it.
there is no polite, or right and wrong way - all you can do is be as subtle as possible without coming out and saying 'dude, you stink'.. Just use common sense, be approachable and, above all else, be friendly, be RESPECTFUL and be polite, regardless. This person will, in the long run, appreciate the fact that you were honest but you showed respect..

Actually, pull them aside (away from everyone else) and tell them you have something you need to tell them.
Then, DONT tell them they have always had a bad odor. Tell them that over the last few weeks you have noticed that their bathing soap or deodorant hasn't been working properly and that they may need to consider changing what they are using. Tell them you wanted them to know before they ended up in a very embarrassing situation.
Remember also: odor issues can be the result of a medical problem that some people cannot help.

If that person is your friend or relative you can gift them with a nice deodarant spray.
If the person is an aquaintance, you put on a nice deodarant and perfume and go near them. Obviously they would say that you smell good. Then you can suggest some names and tell that you can give it a try too.
If the person is a co worker and you work officially with them, just during a conversation you can hint about someone who comes to office with good perfumes on or indicate the so money you spend on perfumes and deodarants every month.

I don't know how you do it politely, but I usely start sniffing the air around me and ask the person who stinks if he/she smells something. They usually get the hint.

Sadly....there is no "nice" way. It's like breaking up with someone....see.. not nice at all. How about " you stink, but I still love you"! Try that one and let me know what happens.....Best Wishes for a long life.

tell them "wouldn't a fresh shower make you feel 100% right now in all this hear?".. because with the shower they wash off the funk, then they can reapply deodarant, which will help MAJOR

If it is someone that you know, just take them aside and tell them, or email them, or text them. If I smelled bad I would want one of my friends to tell me. Just don't do it around anyone else.
