I've been noticing lately while I'm driving that on some roads there are two (sometimes just one) rubber strips across the road. They'll be there for a few days and then they'll disappear. Are they used to record the amount of traffic on that particular road, or maybe to note speed? I would really appreciate an answer to this!

They use them to see how much traffic goes through there. They take that info and use it for development projects and funding for new roads or to widening

Where I live on the highways mostly I notice rubber/asphalt strips across the road. they are always there, they dont go away untill they repave. Why they are is during the winter with all the snow, rain and freezing temeratures the road cracks and that is just temporary filler untill the spring/summer when road crews repave.

I imagine though what you may be talking about are traffic counters or like a speedtrap. It could also be a cover for electrical wires and such if road crews/city employees/hydro workers etc..are doing maintenace in the area

they record how many vehicles pass and what time of day is busiest . nothing to do with speed . they also record direction if you notice one hose is longer than the other
