I am looking for a program that will let me type a staff, treble clef, notes and rests on a quiz or worksheet.

Go to www.makemusic.com and download finale notepad. It's an entirely free shareware program that allows you to do all basic notation on staves. I've used it for years, and since I don't do anything really complex, it's always served my purposes.

If after you download it, you decide that it's a good program, but needs more features, you can always upgrade it to PrintMusic or Finale. But since Finale Notepad is free, try that first. It's all I've ever needed.

Some music programs like Cakewalk or Pro tools can do that, but I am sure Best Buy probably has an easy Music maker program.
