Did he shut off the water or did the city? Call the water department to find out if he is delinquent on the bill. There are recourses for the situation but the simplist, cheapest and most expedient will be just move. Let's be honest - why fight for something that is not yours? The principles won't keep a roof over your head.

The answer is no. If he turns off your water, you do not have to pay rent for the time the water is off. I would contact the housing authority in indiana. Look up renters bill of rights and it will detail it more. I would also start documenting all the times your landlord does this and is nasty. It will come in handy if you want to file a slum lord suit against him.

Here's a site where you can go for the laws in your... State... sometimes landlords do not share these laws with the tenants and more or less your left in the dark about your rights.
Every state is different in the ways they make them laws up. There's two sates in the USA that has to this day to pass laws to protect the tenants. http://www.uslandlord.com/ just go to Laws & Statutes and then pick the state you live in theres you laws up-dated at the time you go on this site.

This way its good to know you right unless, some people end up with a bad landlord because... there bluff works most of the time because of lack of knowledge of your rights.
After you have looked at your rights and theirs.
Then you know where you can go as far as taking up for yourself.
If your civil rights has been broking you can call your local...Legal Aid and they will give you the number of a Pro-Bone-O Lawyer the help you in any problems you endure.*
http://www.lawyers.com/ is a site where you can talk to a chat with an attorney live also on there site... you can get a lawyer in your home town if you wish to go that way.

find a new apartment or tell him that you will not pay rent untill he has brought back water, compramize with him, try to talk to a lawyer,. some can help for free by giving advice, but really threaten the landowner that you will leave, nothings worse than losing a costomer

Legally he has to supply you with water.

Contact a local rent board, or tenants rights organization.

You should probably consider moving.

No he can not, get in touch with the Housing Authority in your area, and tell them what he is doing. Strictly against the law in Indiana.

he has no right to do this... if the water is in your name there is no possibility he could have so i assume you dont pay for water? any way you should call the city inspectors and they will fine him and turn your water on... my suggestion get out of there asap or call the city anytime anything is remotely wrong in your apt and eventually they will do something about his problems!! good luck

NO, he cannot turn your water off, call the health department immediately, then if he doesn't turn it back on, call the police. You cannot live in an apartment, without any water. Sanitary conditions, will go down hill fast!!
