What is a pubic school? Sounds like something that should be air conditioned.
But if you are talking about public schools, surely the answer must be no. Many schools in other countries barely have four walls and a roof. And even if you are just limiting your question to the US, I doubt that all public schools in Alaska, for example, are air conditioned. Or Maine, or Minnesota, or other places that are only hot in the summer when the students are not there.

In the South, I would say at least 99 percent are. Up here in the rockies. Most are not because it stays so cool

no not up north, i went to pub. school (and my mother teaches ) in Pennsylvania... we would get off if the weather crossed i think 92???? but 91 sure did suck.... impossible to learn in those conditions... with the fans all blowing your papers everywhere...
but it's not usually as hot for as long up there as it is down here in Big D....

no.
not all public schools are airconditioned. but most are, in my area of the country.
