Of course they do. A conspiracy is just 2 or more people planning a crime, I would think it happens quite often.

in my opinion, the government only has conspiracies when they are involved in something wrong or have gone wrong.
Take AIDS and HCV for instance, two deadly diseases.
AIDS began in two possible ways. Eating freshly killed monkey brains in the african green monkey.
The most supported theory? Our government using medicinal vaccines on overpopulated poorer countries to help fight diseases that are not much of an issue here, but, could possibly be because of bio-war fare. AIDS either began with a vaccine that had several properties in it to combat many diseases at once or, during mass innoculation, the person who ate the warm monkey brain had AIDS and with the jetshotgun, gave thousands more the disease.
HCV? Same way, Mass Innoculation. Many adults these days have no idea how they got HCV, yet have forgotten about their innoculation. 75% of those who have HCV are veterans. How they got it? Watch a good army movie...they simply spread the disease by using a instrument that was previously thought of as safe- because it entered the skin fast enough not having time to infect....but it did!
The consiquences in getting AIDS and HCV are a lot alike, however, HCV is not spread through sex like AIDS is. Infact, it's not easy to get HCV that way as it is a blood only transmission.
The man who wrote on the diseases of government in the United States was murdered to protect certain government officials.
Anyway. Now, one last one....GAS and OIL.
We do not have a shortage of GAS and OIL. But we are watching our usage of leisure because our Government is being blamed for being GAS and OIL and MONEY hungry. We also have given funding to try and find better ways to "energize" our auto industry.
So, when enough people wine, the others are taken advantage of.
Basically in this sense, the people who do need the gas have to pay higher prices and spend more to go places, and those that are stingy are laughing.
Lots of conspiracies....too many to mention.
I might add that conspiracies are more of an opinion that factual events differ from actual circumstances.
But the fact remains...conspiracies are based on wrong doing. Even if someone had the best interest at heart. The government does not want to show it's vulnerable sides and they wish not to admit they are only human, therefor, if they aren't caught, they don't have to pay.
I must admit here for Canadians that your government is doing its best to see that the HCV infected are taken care of...something the United States Government doesn't do.
Good luck on your severance packages! Well deserved! Let's just hope you get them soon!

The given definition does in fact fit with government actions. The examples are all around for us to see.
Slowly the reason behind all these 'conspiracies' will become clear:
To impose 'The Agenda' on the global population.

Of course not! because we live in FluffyBunny, Caring and Sharing Land and nothing awful EVER happens here! (sorry to be scarcastic, but don't you read the newspapers?), haven't you heard about the CIA's illicit torture flights? and our Government denying their existence? Also what Gulf War Syndrome? The Government is still denying its existence, sorry but that's just two off the top of my head, there are others which are just too many to name on here!

Unfortunately, the less we know as "citizens" the happier we are. We hold them accountable, they tell us what they feel is neccessary. We probably would be far more militant if we knew what was really going on.
