Most don't if you're outside of the country. Unless, you have a 'world phone' and opt for roaming charges. Depends on your service and which country you're going to.

cell phones aren't magic.....they only work if they can "see" a cell phone repeater tower.so if you re at sea and out of sight of land, no they wont.

if you have a mobile phone that works on satellite service ( Iridium et alia) they will work if you're on deck.

and you can always call anywhere in the world from your cabin phone, using the ship's antenna s and service but boy it's costly!

it depends. it won't work if you have a room in the inside of the ship or in a foreign country.
