The art museum wants to be a legitimate and prominent art museum not a place where some actor ran up the steps in a movie and not a place for tourist to run up the stairs. Leave art to the art museums and film memorabilia to a film museum. Not to mention that the gift is a little bit egotistical and commercial- giving a statue of the movie you made to a city.
