There are several reasons for this, but the two main ones are these: If you give your dog or cat an oral medication called Ivermectin to prevent heartworm and other parasites, their poop can contain enough of the medication to poison your tortoise. It ain't a good idea. Worms, parasite eggs, etc. Yuck.
It is not an uncommon thing for tortoises to do, but it might signal that your dietary regimine is not what it should be.

Actually, if your dog is parasite and medication free, it is a healthy high-protein snack for growing young tortoises. Surprisingly, cat feces is also good for dogs if they are parasite and medication free, and they don't ingest too much cat litter with it. Gross, but true!
