Yes...any phrase can be a metaphore of another idea.
You can say "lay it out on the table"..and then "I am speaking in a metaphoric sense"..."Put all your eggs in a basket"...

No. A metaphor is saying, "the ocean is a sheet of glass." It is comparing two things by saying something is another thing, without using like or as. It would probably be an idiom, i.e. "let the cat out of the bag" or "break the ice."

Yes, maybe in reference to playing cards, showing your hand. Putting it down on the table to let others see what you're hiding

I do believe this saying comes from playing cards... its like giving up... or showing everyone what you have...
"im laying it all on the table"... aka..."Im telling you everything"
its kinda like exposing yourself... saying hey... this is it... its all I got...

there's "lay your cards on the table," meaning show me (or tell me) what you've got and we'll see what's what.
