You have two options:
a.) If you would like to learn to make websites the way professionals do (it's really not that difficult) try the tutorials at Your HTML Source. (recommended option)
b.) If you want to create a functional, but not-so-great website, use a WYSIWYG (What You See Is What You Get) editor like Nvu (the best available, and it's free; much better than FrontPage). It's almost as easy as writing something in Word or OpenOffice.org Writer.

As you are reading this, go to your "View" Menu, then go to "Source" if you are using IE, or "Page Source" if you are using FireFox (which you should be doing anyway.)
Find simple webpages you like and view the HTML code.
You will learn a lot from reverse engineering code.....
Dreamweaver helps....but anyone can design a web page using nothing more than notepad and web browser....

If you want, you can set up through yahoo. They have some really easy to use forms that are WYSIWYG. Just visit their small business section and you'll see the details there.
