I'm interested in partying a lot so maybe UCSB is a good choice for me, but can anyone confirm? I've also heard that there's a big STD rate in UCSB so maybe it would be wise to avoid it?

7.) UCSB. Technically, UCSB stands for "University of California Santa Barbara."Students, on the other hand, say it means "U Can Study Buzzed." It's also the country's only campus with its own beach. Party Central is Del Playa Drive in Isla Vista.

but if you want more of a party school, san diego or florida state are popular

UCSB IS a big party school. You could also try Chico State if you're really set on partying during college. Hopefully you are paying for your education & not your parents or a loan.

You want a party school? You go to a college town.
Chico. Biggest CA party school.
SD State.
Cal Poly, although all smarty pants... is a college town and equipped with 50 parties every Fri and Sat.
Maybe that's good. Parties, and smart people = party and LESS STDs

If you don't already live in SanBernadino, why would you even want to visit? If you do live there, all the more reason to go somewhere else.
I had a friend that lived out there and it was so dusty from the desert. Anytime I visited, my car would get covered in dirt just from the wind blowing it around.
And he always had this dry cough from all the dust in the air.
