I know older pictures especially, the eyes seem to follow you when you walk by them, but I honestly don't know if there is a term for this type of portrait. Any help would be appreciated. Thanks!

It's called the ubiquitous gaze. In practice, any picture or photograph where the sitter is looking directly at the artist or photographer will exhibit this effect.

Take a photograph of someone where they are looking directly at the camera lens to enable this to be seen.
