cos charcoal is blace and coal is black and in most shop if there is a colour chart black is on the list.

What we see in different colors is the reflection of light. If the object we look at is absorbing all light we see it in black (that's why not recommended wear black in summer - it takes all the heat), so black is no color, it's nothing. White is proportional mix of all possible colors - so white objects reflect all light they get. It's just light, again no color.
BUT we never see completely white or black objects(which would be invisible - just a black spot), so what we call black or white is a very light/dart shade of another color.

Black is the combination of all colours, and white is the absence of colour.

White is absence of any colour...Black is the conjunction of all colors in the spectrum...Daltonic people can not see all colours. I guess they can not see black or white...

White is the absence of color. It is reflected light containing all of the visible rays of the spectrum.
Black is the presence of all colors. It is the absence of light.

I'm not sure I understand your question, but -- White is absence of color. Black is ALL colors combined.
