Microsoft Frontpage or Dreamweaver are best to create websites but you could also find plenty of designers online who would do the best job for you at a terrific price.
Visit oswd.org and openwebdesign.org/ for free web templates where you can open the site in frontpage and replace the text and images with whatever you like/ want.

hi if u r really interested then i could help u. My cousin is a web designer and he could design a site and host it for u. It comes at a cost and im sire we'll be cheap because we are from India and a lot of people have done it with us before.
