Wrong? Probably. Funny? Deffinitely. If a guy gets so drunk that he can be coerced into making out with another dude, then that's just his fault!

They must want to kiss anyway and are using the alchohol as an excuse. I know men that would kill another man for pursing his lips up...let alone go all the way with the kiss.

Depends - if it's something you think they would be into anyway and you're just greasing the wheels with liquor, not wrong at all. However, if you're doing it with false promises or to have something on them, its probably not the best idea.
