I'm sure that you are looking for an inexpensive way to convert MPG files to DVD files. It's a relatively simple process, and it does not require much software to perform it.
A DVD file is in the format .VOB, which is just another variation of the MPEG-1 format. You can convert your regular MPEG-1 format files to VOB using a program called WinAVI Video Converter (which can be downloaded through Download.Com).
On the right side of the program's main menu, you will see a button that reads "DVD". Left click the button, select the file you wish to convert to the DVD format, and click Open.
Next, a dialogue box will open. Here, you will be able to customize the settings of your converted file. Fix your settings, click OK, and let WinAVI do the rest.

It all depends, I found FFMPEG being a versatile software for converting anything to anything (as long as it is Open Standard/Loyalty Free), but it is command line.
