Kohlberg said people develop their morals through "crises" (not necessarily bad circumstances, just life-changing ones). In his theory, there are various stages of development and definitions for each one. I seem to remember a professor of mine saying that only something like 20% of the population ever actually reached the final stage, but he could have been talking about some other developmental theorist's stages, I can't quite remember.

Moral change can be taken in a number of ways. As we grow we become more concerned with others and less concerned with ourselves. For example a baby will only be concerned that it is fed, kept warm and dry, etc. As we become teenagers we start to become aware that the world does not exist just to take care of us.
