If you're talking about the Windows XP logo that appears with a progress indicator under it when you first boot up and Windows is loading, it's in C:\WINDOWS\winnt.bmp and C:\WINDOWS\winn256.bmp. (It's hidden, so you may need to go to Folder Options: View: and check "Show hidden files and folders.") You can edit this file with Paint and do whatever you like; for best results, leave it the same size, 275 by 174.
Me, I used to always love to edit the shut-down screen in Win98 to say "It's never safe to shut down your computer."

Okay
Start > Control Panel > Sounds and audio devices > Sounds
That means when you start windows not when you are Starting windows and logging in .. You will find all the voices windows use .. even when shutting down .. Opening a folder etc....
Other Wise .. take your computer to the nearest railroad .. and Leave it till a train passes on it .. And i am sure it will get fixed FOREVER
