no when they're saggy its because they lowered from your body to keep cool. wen they're tight its because they raised up close to the body to keep warm

Saggy when you are warm and comfortable; tight when you are cold or apprehensive (like some guys might be in a locker room) or when you are getting horny. Has nothing whatsovever to do with sperm output.
Check out (cautiously of course) the guys in the gym who are very outgoing and personable--they hang freely 'cause they are relaxed and don't feel threatened, and don't have hangups about being seen in the nude. The guys that work out but aren't really social or are not comfortable being nude in front of other guys will more likely be drawn up a bit even though they may not consciously realize that's happening.

No, balls size depends by the testicles inside. Sometimes, greater testicles can give more sperm. But generally, testicle measure isn't a value conditioning so much the sperm volume.

No. Your scrotum adjusts to moderate the temperature for your testicles for optimum production. It has nothing to do with the volume you've produce; in other words, your scrotum is not a bag for storing semen or any of its components. It contains the organs that do that, but the scrotum is not affected by the productivity of those organs. The scrotum of a man who has undergone a vasectomy acts not differently that a man that has not had the procedure; likewise the scrotum of a infertile man would not necessarily behave differently.

However, I often feel horny when my balls are hanging extra-low and I often feel the need to masterbate when my balls "feel heavy". I definitely prefer when my balls are hanging low and I haven't worn underwear for years and occasionally add weights to my balls to stretch the scrotum skin and spermatic cords.
Also, low-hanging balls are even better when they are smooth from being full shaved. Shaved balls are definitely better for a number of reasons.
Be happy with your saggy balls. Some men spend years trying to get their balls to hang lower and lower and some do crazy, expensive, or extreme things to accomplish this.

No semen is not made in the testicles, and sperm are a very small percentage of semen. Sagginess of the scrotum depends on the temperature of your body and the temperature of the environment.

No your body has to regulate the temperature at which sperm lives and dies.. if your "saggy" that means the temperature in your testicles is too high and your body is trying to cool them.. if the sperm get too hot they die and decreases your chances of reproduction! If your "tight" that means they are too cool and your body holds them tight to protect your little swimmers!
