it sounds like Fire with Fire, whish is actually from the late 80's.
I saw in a few years ago, and it has a scene like the one you described, so either is the movie, or a similar one.

I know what movie you are talking about and now i can't remember....I hate it when that happens.....wasn't the girl floating in a creek or pond and she took a picture of herself, too???? Sorry
