The Black & Tan was a militia that operated during Ireland's war of independence during the 1920's. The name arrives from their two-toned uniforms. The name of the militia still arouses strong feelings in parts of Ireland.

they were 'the scum of english jails' sent to pacify eire in the wake of the 1916 irish uprising and were sent to encourage the irish to accept the deal on the table which was the offer of liberty for the twenty six counties wiht the remaining six counties remaining in english hands
when you consider how often hitler is invoked as the epitome of evil it is breathtaking to think that a generation before that the english gov had unleashed these intellectual gents on ireland in the culmination of terrorism and genocide against the irish nation which lasted eight hundred years-it is astonishing that the englishman can criticise hitler and do it with a straight face given that he had a good grounding from the british

No they were british soldiers or should I say the worst of British soldiers. They were plucked from military prisons and other places of incarceration and sent to Ireland to put down the Rebellion. There only claim to fame was their violence and viciousness.

They certainly terrorised Ireland.

But if you want a dictionary definition, no, they were "the rule of law" at the time.
